Spiritually-speaking, after walking and practicing the spiritual path, why is that I no longer judge a person (at least not negatively like call the person "bad") but I do judge an action as good or bad?

A person is not a static entity, things that are a part of that person die and are reborn each and every moment. The self that gives rise to a particular action dies the very second the action completes, and a new self arises to take its place. The me that was hungry disappears immediately after eating something. The me that thought stealing was okay died the second I got caught for stealing and had to face the consequences.

As one progresses spiritually one becomes meta-aware of this fact. The reason you’re still capable of judging actions is specifically because actions are static, you can’t change the consequences of an action after you take it. It’s done and done, one might do some mitigation of those consequences, but those are further actions that get taken with their own consequences. Giving something back that you stole isn’t going to change the fact that you stole it in the first place. But giving it back and apologizing can go a long way towards repairing hurt feelings.
