Is it true that women can see through the intent of men? How do they do that?

They pay attention. They pay more attention to you than you do to them.

Women don’t have this unyielding biological drive to fuck, fuck, fuck. So they don’t have the single-track mind that you suffer from. Also, because they can passively get more interaction from guys than guys ever could actively, let alone passively, they get a lot more experience in sexual / romantic situations than the equivalent guys do.

While it’s an advantage, it’s not magic and it’s not mind reading.
