Two reasons, culture and biology. Culture has a stronger effect on this than biology does.

Culture has everyone growing up similarly, sharing the same sorts of experiences and crafting the same kinds of meaning out of everything. It’s only natural that people that share the same culture will consider the same sorts of things beautiful.

The flip side of this is the exotic. This is where culture and biology intertwine. Some lady shares enough traits with the broadly-held cultural beauty norm, but is different enough to where biology can have a stronger role. Attraction to the exotic is primal, deep.
