There is this married man who tries to flirt with me, but when I don't respond accordingly he gets angry and tries to insult me publicly. Why does he act so?

This is bullying behavior. He’s attempting to coerce you into following his will. If you acquiesce it will only get worse.

You should call attention to his behavior publicly. Wonder out loud to anyone listening why he’s wasting so much time on you when he has a wife at home. If you don’t want to be direct about it, you can start a conversation with a third party that’s ostensibly about someone else, but actually concerns his behavior. Make sure he hears it.

“Hey, have you ever had to deal with married creeps hitting on you? You know, guys that do <something he does>? I wish they’d knock it off.”

This will send the message that you aren’t to be fucked with.
