What can I do to a girlfriend who find it so hard to say sorry when she's at fault?

You don’t do anything to people. That’s scary and creepy and stupid. If she’s your girlfriend, you either do things for her, or you break up with her.

One thing you could do for her is to try to get her to see that not apologizing is only hurting her relationship with you. You can try gentle trolling or teasing, or you can try escalating to an argument. I don’t like arguments, they’re not fun and can have unintended effects, like breaking up.

But if you have no other options, an argument is often better than nothing. At least both of you get heard. Being heard is not as good as being understood, and being understood is not as good as being listened to, but being heard is way better than not being heard.
