Not sure if you’re just being disingenuous or not, but the article did not state that he wasn’t arrested or charged. It stated that the Cambodian officials who were contacted by the journalists did not state what had happened to him.

Perhaps the journalists could have done a better job investigating the story. Seems like they should have contacted Japanese authorities.
