Does having certifications in web development tech really makes a difference on a resume?

Generally, if they do, it’s not much, but job markets do vary and some might have a lack of college-educated or experienced applicants. In such an environment, certificates can make a big difference.

But in an environment where many applicants have one of those, then your competition won’t care much for a certificate and will judge you equally against all the other inexperienced, non-degreed applicants. Meaning they’ll be looking primarily at your skills.

A code school certificate will communicate that you are capable of using a text editor and that you have a minimum of technical skills. There is going to be no way for most employers to be able to gauge your potential vs. every other guy looking for your job.

The reason you go to code school is to gain access to a structured environment and study materials and scratch projects that would be hard to replicate on your own. The certificate itself is only of minor benefit.
