The point of religion is to have a culture, lifestyle, traditions, moral standards to live by. Religions were what human societies were organized around before economic activities largely replaced that role. God only had a small part to play in religious societies, despite having such a central role in the religion itself.
Think about the Queen of England. She is, literally, the face of the United Kingdom, formerly the British Empire. Despite being its central figure, the Queen does not play a huge role in the actual government. That role is devolved to representatives that the citizens elect.
Despite being relegated to a symbolic role, and perhaps because of it, people all over the Commonwealth absolutely adore her.
