Of course it’s possible. I wouldn’t recommend it, but there’s no almighty law in the sky preventing you from doing it.
Societies couldn’t always afford to just allow people to marry whoever they wanted. In fact, most of them around the world do not. Even among the ones that do, consequence-free divorce is just not a thing, so of all the married people in the world, my guess is that very very few of them have feelings for their partners.
Even in advanced societies like the United States, only a few people are going to chase the ideal of a happy marriage. Realities often prevent people from choosing to leave their spouse. Usually those realities are kids. The most miserable people I know are trapped in unhappy marriages.
I was reading recently about how in many areas of many countries, marriage is a luxury afforded only to the well-off members of the community. The unlucky majority lived squalid existences as spinsters, virtual slaves by our standards. In these communities, a marriage to someone you disliked is a huge step up.
