Are there limits to freedom of religion?

Generally the laws of man supercede the laws of God. So if someone breaks laws of the country they’re in, they’ll earn the attention of law enforcement. That said, the resources of law enforcement are not unlimited and strong religious cults in remote areas, like the Mormons in rural Utah, can build their societies mostly without interference.

If law enforcement can’t or won’t deal with the problem, then political attention has to be raised. Politicians can concentrate resources on problems that are bigger than law enforcement can easily handle. When Utah became a state, the main thing the Mormons had to do was to eliminate polygamy. This required a huge enforcement effort and ended up pushing the people really committed to it to the margins.

It would just take too much work to root out completely, and so those communities remain to this day. People determined to live a certain way can generally find ways to do so because small organizations are more nimble than large ones, so they can remain one step ahead if they keep their heads on straight and don’t make any mistakes.

Generally though, a religious community is going to be left alone until they’re perceived as a problem.
