Why couldn't he develop feelings for me?

There are only two constants in a relationship, the two people involved. So either the problem was with him or with you. Without more details it’s impossible to do anything other than be really general.

Some people are emotionally stunted and so can’t develop real feelings for anyone. My old roommate is like this and he can’t keep a relationship. He had a really bad childhood and thinks the key to a successful relationship is getting rich so girls will throw themselves at him. I do what I can to help him get more mature but honestly I don’t see it happening any time soon.

My old roommate, despite being unable to hold down a relationship, is shockingly good at getting girls to sleep with him. So you could be dealing with something like that.

You also could have simply failed to give him what he needs in a relationship. I don’t mean this as any slight to you, no one girl can be right for every guy. He might need someone to be his mom, or someone to dominate him. He could have needed someone to share his video game addiction. There’s literally any number of things he could have needed that he failed to communicate and so you failed to provide.
