Why did Frank Underwood say "Everything is about sex. Except sex. Sex is about power."?

In my brief research, the quote first appeared in the ‘90s, with the author attributing it to Oscar Wilde. Anybody reasonably familiar with Wilde’s works would find this out of character. So the original source is unknown. The quote is far more in character for Frank Underwood than it ever would have
