Does Kevin Spacey have any rights to any aspect of the Francis Underwood character including the voice? Can he release his own unofficial Season 7 or a redo of Season 6 of House of Cards?

He has no rights to the character or the show. But that might not stop him anyway. In the first place, a secret agreement between himself and Netflix can't be ruled out. Television shows are basically whores for publicity and public fights are great for that.

Kevin Spacey is not stupid. He knows he must do something to get his career back. So he's punching as high as he can as hard as he can. He really doesn't have anything to lose. If his gambit fails, he's no worse off than he was before. No one will still work with him.

Finally, even barring an agreement, Spacey could well film and release something that everyone knows is the unofficial Spacey sixth or seventh season, it just won't actually come out and say it. He could call it a parody and get very close to derivative without crossing the line. And I bet he's got very good lawyers to advise him.

It's ultimately a ploy to bring Netflix to the bargaining table. If enough people bite, Netflix might just bring him back. Spacey might not even have to rent a single camera or audition a single part.

I'm sure crazier things have gotten crazier results in the history of Hollywood.
