No, they generally genuinely want to be friends. What happens is the guy can't respect her wishes and this forces her to push him away.

You can see this in the Gotye song “Somebody I Used To Know.” Kimbra’s last line, “and I wouldn't catch you hung up on somebody that you used to know” captures this perfectly. She tried to just be friends with him after they broke up, but he couldn't move on or forgive her. He thinks he is being reasonable, but he's not. He wouldn't have written a song about her otherwise.
