Should I learn the French language? Will it make me more cultured, intelligent and attractive to women?

If that’s your only reason for learning French, I’d say give it a pass and spend the time taking improv classes. A better bang for your buck cannot be found.

Your main problem here is that the fluency you’re going to need to convey the highly-cultured air you’re hoping to takes a lot of work and a long time to achieve. The only way to make it quicker is to actually move to France. Which, while it’s not a bad plan of action, is probably not in the cards for you.
