Why does the burden of proof lie on the claimer?

Because realistically, if it were up to the defendant to prove he didn’t do whatever the claimant claimed he did, then that would make for a field day for everyone who has an imagined grievance. I could sue you for killing my dog and it would be up to you to prove that I never even owned a dog, upon pain of a court judgment granting me damages for something you never did to me.
