How do I decide to accept a job if one offer gets to me first before the other, even though no contract has been signed yet?

Negotiate with the other company. If the contract comes in, don't sign it until your negotiations with the other company are concluded. You can even tell the other company that there is now competition for your talents. This will probably make them sweeten their offer. Until you've signed a contract you are beholden to nobody.
