Why would a random guy say you look horrible yet continue to stare?

It’s called ‘negging’. The idea is that instead of being a nice, friendly gentleman and complimenting a woman that they like, instead to attack their self-esteem so the woman will try to prove him wrong, ideally by sleeping with him.
