Is the way Frank treated Doug when he came back for the job acceptable?

Acceptable to whom? The question implies that there’s some sort of standard to which Frank should have been held to in that situation. Doug and Frank worked together for years, they have a relationship that goes way beyond professional courtesy.

A few things you may not have realized when you saw that part.

You don’t free-fall out of politics at that level. The person that has the biggest impact on your career is always and can only be yourself. All Doug had to do to get a really great job was reach out to his expansive network. Someone was going to find his talents useful. Someone did.
Frank never intended to, and Doug never caught the message that he was completely out. The message he sent was, prove yourself. Frank has always believed in the power of redemption. But you actually have to redeem yourself and Doug hadn’t yet.
The initial methods Doug used to get back into Frank’s circle were odd and indicative of someone whose judgment was impaired. Doug didn’t act from a position of strength. Frank was right to push him away until Doug could get back on his feet.
