You have to look at the way the show is written, as well. One of the show's consistent themes is self-mastery. Just about everybody Frank destroys has some personal weakness that Frank was able to manipulate into self-destruction. Zoe's inclination to trust, Russo's emotional insecurities, Walker's tendency to get overwhelmed. The people he lets into his inner circle all show an inner resilience that lets them weather Frank's manipulations.

Ultimately the strategies and tactics displayed are but a sideshow to the inner power games he plays. His success doesn't rely on intuited understanding of how external events play out but rather his keen insight into human nature.
