Can a person still be bad after reaching enlightenment?

That’s, a really tough question. My experience of enlightenment tells me that it’s impossible to progress down a spiritual journey capable of producing non-duality without developing a very fine moral sense.

On the other hand, being a good person isn’t how you see yourself. Good people are good people by virtue of both an individual moral sense and recognition on the part of others. You have to care about being a good person and work to be better in the eyes of others in order to be good.

Many people say they want to do this but it’s hard. You can’t literally be all things to all people, that’s a capability enjoyed only by God. It’s certainly possible to be enlightened and completely misunderstood by others. It takes lifetimes after the capacity for enlightenment is developed before one can learn to integrate the state on one’s own.

There’s ebbs and flows in everyone’s life, even the enlightened, and some of those flows can cause them to do not very nice things.
